The initial 8-hour mandatory guard card training in California is completed in a classroom setting and consists of two modules:

  1. Powers to Arrest (4 hours): Covers legal aspects, liability, techniques, and company policies related to making arrests. Training includes lectures, discussions, exercises, and role-playing using the Department of Consumer Affairs’ Power to Arrest manual.

  2. Weapons of Mass Destruction (WMD) & Terrorism Awareness (4 hours): Focuses on observation skills to identify and report activities that could indicate terrorist threats.

Within 30 days of completing the guard card course, trainees must complete additional mandatory training divided into four courses:

  • Public Relations: Develops basic skills and knowledge for performing security duties professionally.

  • Observation & Documentation: Covers report writing, patrol techniques, and proper questioning methods.

  • Communication: Teaches effective use of radios, monitors, and other communication tools.

  • Liability & Legal Aspects: Reviews the BSIS code, and criminal, administrative, and civil responsibilities of security personnel.
